In a small bowl, mix together 2 Tsp brown sugar, paprika, garlic powder, paprika, ¼ tsp salt and ¼ tsp pepper. Set aside for the dry rub.
In a separate small bowl, whisk together the ketchup, brown sugar, onion powder, worcestershire sauce, remaining ground black pepper, soy sauce, and salt.
Place the brisket on a platter and season the meat with all the rub mix. Let the Brisket sit to absorb the run, uncovered in the fridge for 2 hours.
Press “saute” on the Instant Pot® and add the olive oil to the bowl of the machine. Add the seasoned brisket and brown for 4 minutes, flip the brisket over and brown for another 4 minutes. Add the chopped garlic and cook for one more minute.
Add the sauce mix to the Instant Pot® and place the lid on the Instant Pot® and seal, making sure the steamer valve is set to “seal”. Press the “meat/stew” button and set the timer for 90 minutes. Once the cooking cycle has finished, let the Instant Pot® do a natural pressure release (that means don’t touch it!).
Serve the brisket while warm with the sauce from the Instant Pot® dripped over the top!
